The reorganization of the territorial administration of the State (ate) is implemented since 1 January 2010 in all departments (Except Ile-de-France - 1 July 2010). This work, which we call the purely accounting reorganization, has in principle to streamline the activities of various state departments (rationalization missions, human and material) ... Meaning: always do more with less staff and money.
From the perspective of human resources, many issues remain unresolved and we see no future: the management of careers (promotions, discounts seniority, mobility), the working time in the future for agents DDI prefectures which will be transferred, their access to the computer network of prefectures, the allowance system, etc. ... so many questions for which we are still awaiting clear answers. It is not certain that the charter management, document prepared for this purpose at national level, removes all uncertainties.
